Carson City is a consolidated city-county
Carson City's population is 58,148 by the Census Bureau's July 2024 estimate, or 60,266 by the State Demographer's. Because it is a consolidated city-county, there is no separate county office for city residents: the Carson City Building Division, at 108 E. Proctor St. (775-887-2310), is the permit office.
Some window companies say a same-size replacement usually needs no permit in Carson City, but that is not confirmed against the city's own rules. Call the Building Division, or ask the installer to, before work starts. The Washoe County exemption for same-opening replacement does not apply in Carson City, and neither does the City of Reno's EZ Permit sheet.
